I was deploying a new Skype for Business Front-End Server, after installing all the pre-req software as per the Server requirements for Skype for Business Server 2015 where they also have a powershell command in order to install the OS features required to support the Skype for Business Front-end Server:
Add-WindowsFeature RSAT-ADDS, Web-Server, Web-Static-Content, Web-Default-Doc, Web-Http-Errors, Web-Asp-Net, Web-Net-Ext, Web-ISAPI-Ext, Web-ISAPI-Filter, Web-Http-Logging, Web-Log-Libraries, Web-Request-Monitor, Web-Http-Tracing, Web-Basic-Auth, Web-Windows-Auth, Web-Client-Auth, Web-Filtering, Web-Stat-Compression, NET-WCF-HTTP-Activation45, Web-Asp-Net45, Web-Scripting-Tools, Web-Mgmt-Compat, Desktop-Experience, Telnet-Client
Once I added the Front-end server in the Skype for Business Topology and published it, I began starting the installation and received an Error 1603:

The error is showing that the prerequisite check failed for finding Windows Media Foundations, I then ran the following powershell command which included Windows Media Foundations:
Add-WindowsFeature NET-Framework-Core, RSAT-ADDS, Windows-Identity-Foundation, Web-Static-Content, Web-Default-Doc, Web-Http-Errors, Web-Asp-Net, Web-Net-Ext, Web-ISAPI-Ext, Web-ISAPI-Filter, Web-Http-Logging, Web-Log-Libraries, Web-Request-Monitor, Web-Http-Tracing, Web-Basic-Auth, Web-Windows-Auth, Web-Client-Auth, Web-Filtering, Web-Stat-Compression, Web-Dyn-Compression, NET-WCF-HTTP-Activation45, Web-Asp-Net45, Web-Mgmt-Tools, Web-Scripting-Tools, Server-Media-Foundation
Restarted my Skype for Business installation and was able to complete the installation and bring up my Skype for Business Server.
Had the same issue some days ago. I bet you copied the prerequisites from Technet. 😉
They just forgot to put it there.
But for your Information : Windows Media Foundation has been there some time before, since I had copied them to a textfile some months ago. Looks like someone edited the article and mistakenly deleted this particular entry.
